Abstract

This article discusses the emergence of Nur Alam as local bossism in Southeast Sulawesi. He started his career as an entrepreneur in the New Order era. Reform era and decentralization brought Nur Alam in political world by becoming the declarator of Amanat National Party (PAN) in Southeast Sulawesi, then lead the party and elected as a governor. After Nur Alam lead PAN in Southeast Sulawesi, this party has significant vote in the legislative elections in 2004, 2009 and 2014; was able to win the governor election in 2007 and 2012; and won 10 of 12 local election which took place in 2010 to 2013. During his leadership in Southeast Sulawesi, the economic growth was increased, the poverty rate was decreased, even the quality of physical infrastructure. His position as the leader of PAN as well as the governor in Southeast Sulawesi makes Nur Alam has big influence. He becomes stronger economically and more powerful politically because of his success in conquering his political opposition as well as his ability to collaborate with other local political elites. He also began to utilize the weakness of decentralization regulation by preparing his family as heir to the throne of his power. Keywords: local bossism, decentralization, Southeast Sulawesi.

Abstract

This review discuss about the feasibility of economic cooperation agrrement between Indonesia and Taiwan (Republic of China). Although Indonesia do not have yet diplomatic relation with Taiwan, but in the economic context, Taiwan is one of important economic partner for Indonesia, since investment activity and trade between two countries are flourishing. This study promotes that the establishment of Economic Cooperation Agreement (ECA) between Indonesia and Taiwan will strengthen investment flows and enhance Indonesia-Taiwan economic relations. Besides, ECA will be considered as a fesible policy for both sides. The problem in enhancing further bilateral cooperation is the One China Policy. Because of the changing of geopolitical conditions in East Asia, Indonesia needs to consider the opportunity to reformulate the “One China Policy” and takes strong policy action in their relations. Keywords: Economic Cooperation Agrrement, Indonesia-Taiwan Relation, One China Policy.

Abstract

In globalization era, great powers pose more intense and wider influence toward other lesser states in the globe. Theoritically, Walt argues that medium and lesser states tend to align toward greater powers to have protection against threat. However, in practice, Indonesia keeps standing to become a neutral state that does not ally to any power blocks. This paper will examine the benefit for Indonesia to ally with the United States OF America in a case of securing the trouble water in Ambalat Sea Bloc.Keywords: globalization, great power, medium state, quasi-alliance, Ambalat Sea Bloc.

Abstract

The failure of PKB to institutionalize shared values has provided deep impact of its existence. The presence of vague or indistinct values and party less commitment to establish shared values as working ideology and collective identity are factors behind such a failure. Moreover, the massive role of outsiders in assisting party to create and socialize shared values also becomes the thing that confuses the value infusion process. There are three impacts of the absent of shared values in PKB namely, the establishment of internal factions or grouping based on the spirit of pragmatism, the growth of loyalty dedicated to the figures rather than the party itself which over time overshadows cadres’ loyalty to the party and the appearance of different or gradation in understanding party’s ideology. Those three impacts eventually have become reason behind catastrophic condition that ruins party’s internal solidity.Keywords: PKB, political party, institutionalization.

Abstract

Non-traditional security issues have become Indonesian foreign policy agenda since the last two decades. It is influenced by the Cold War and the growing strength of non traditional security threats that are transnational and endanger the life of people. The non traditional security threats include climate change and environmental destruction, energy security, international migration, and international terrorism. As part of international community, Indonesia is also unavoidable from non-traditional security threats that require the handling of not only domestic policy but also foreign policy. To that end, this paper will examine the importance of non-traditional security issues in Indonesian foreign policy.Keywords: Indonesian foreign policy, non traditional security.

Abstract

 Local elections are meant to elect the provincial governors and regents/mayors in the district/city. Filling the post of the head of the region at the provincial level is the same as charging regional head office in the city district, which is elected directly by the people. In Indonesia, the enforcement of government embraces the principles of decentralization, deconcentration, and assistance mandate. Deconcentration and assistance mandate are conducted since not all authorities and administration tasks can be performed by using the principle of decentralization. Decentralization is simply defined as delegation of authority. While deconcentration is the delegation of authority from central government to governor as government’s representative in the province. Given the differences in the position of the provincial and district/city as well as the difference between the role of governors and regents/mayors, must the implementatiom of local elections be the same among regions?. This paper explains that the elections in the province should be indirect, on the other hand, direct elections must be maintained at the district/city level. There will be many positive things if these two mechanisms are implemented. These mechanisms also do not contradict to the constitution.Keywords: local government, district head, deconcentration, decentralization.

Abstract

This research formulated a better model of direct local elections for Indonesia. Based on the depth findings of three series of researches (2012, 2013, 2014) on direct local elections under Law No. 32/2004, this research recommended the “asymmetrical” direct local elections model in which direct local elections shall be varied in level depends on the quality of human development index and regional budget capacity. This research also suggested regulative and technical interventions to achieve democratic, accountable and sustainable direct local elections.Keywords: direct local elections, assymmetrical, local government.

Abstract

This paper examines the state-citizens relation in a democratic context based on Charles Tilly’s approach. Charles Tilly argues that the degree of democratic regime can be seen based on the state’s capacity to accommodate public engagement. Following Charles Tilly’s argument, a democratic regime provides equal political relation. On the contrary, state-citizen relation in an undemocratic regime is unequal. Based on Charles Thilly’s perspective on state-citizen relations, Lambu’s mining conflict, at district of Bima, West Nusa Tenggara Province is in the intersection category between low capacity democracy and low capacity undemocracy. Keywords: State, Citizen, Relation, Local Democracy.

Abstract

The wave of democratization in the Middle East today has changed the political map of the region with the emergence of the power of political Islam, in the mean of political activity based on the principles of Islam both from the point of departure, the program, agenda and objectives. Nevertheless, in some countries there is still an attitude phobia against Islam. This shows the regime’s efforts to return to authoritarianism or “backward bending prosses” as an example in Tunisia, Egypt, and Libya, where the military regime can return to political power. Similarly in Yemen, Ali Abdullah Saleh’s regime was replaced by his deputy military, Abd Rabbuh Mansur Hadi, who must be driven by the separatist movement Al-Houti. Whereas in Syria the Islamic political forces are always under attack from the regime of Bashar Al-Assad which is still in power. As for the Algerian Islamic movements like the Muslim Brotherhood and Salafiyyah, they form alliances and achieve a significant voice in the parliamentary elections in 2012 although the military regime may dominate the political life of the country. The phenomenon of the power of political Islam in Yemen, Syria, and Algeria will be the focus of this study.Keywords: Political Islam, Yemen, Syria, Algeria.
